Pastoralists manage 45% of the Earth’s land, yet their tenure security remains largely invisible in global monitoring frameworks. This new SPARC report, introduces a groundbreaking set of indicators to capture the realities of pastoral land use—collective, mobile, and governed by both statutory and customary systems. By measuring legal recognition, practical access, and perceived security, these indicators provide governments, civil society, and global initiatives with the tools to design evidence-based policies that protect pastoralists’ rights and strengthen resilience.
