Securing tenure for the world’s 500 million pastoralists is key to resilient livelihoods, peace, and sustainable land stewardship. This SPARC Policy Brief, calls for indicator frameworks that reflect pastoralists’ collective, flexible, and seasonal land use—governed by both statutory and customary systems. By integrating three dimensions of tenure security—legal recognition, practical realities, and perceived confidence—these indicators enable governments and civil society to design evidence-based policies that protect pastoralists’ rights and strengthen rangeland health. 2026 offers a unique opportunity to mainstream these indicators globally.
