Alegria inherited a centralised system of governance at independence in 1962. As a result, all policy and decision-making were controlled by the central government, to the exclusion of local government and local communities. With growing discontent within the local communities in southern Algeria, the government has worked with local government to decentralise power and include local communities in decision-making processes.
