The Malagasy land reform of 2005 and 2015 (decentralization of land management) led local communities to organize themselves to strengthen their land security. Meetings, discussions and awareness-raising have led to the implementation of a land census and group certification strategy. It is based on the massive mobilization of local expertise for the delimitation of land, the identification and registration of owners, the global recognition of boundaries and rights with all members of the community, the publication and registration of rights, as well as the establishment of a reliable tax database.
