Owning, using, accessing privileges and exercising rights to land are crucial dimensions of wealth creation. This is true in rural, peri-urban and urban areas and these imbue land with environmental, economic, social, political and cultural functions. How people use and exercise rights over land has a tremendous influence on the direction of their development. Most importantly, the pattern of land allocations and the level of tenure security people have can determine the quality of their development. Understanding issues and concepts surrounding land is crucial to ensure security of tenure, which can then expedite poverty reduction or eradication.
In this regard, Land Use Planning is an important concept for understanding and dealing with many of the global and local land- related challenges encountered in land management. Land Use Planning done strictly to determine or allocate land uses without addressing people’s needs, particularly land users’ needs, is not sustainable, especially when the poor and disadvantaged groups within a community are not involved in the process.
In line with the GLTN capacity development strategy, this course aims to increase the capacity of its users by enhancing their understanding of and ability to implement Land Use Planning approaches, which includes tenure security improvement in developing countries.

1) Background to Tenure Responsive Land Use Planning
This module gives an overview about the theoretical and practical background of Land Use Planning and Tenure Security. The module deals with the objectives of Land Use Planning and Tenure Security in developing countries.
2) Understanding Tenure Responsive Land Use Planning
This module discusses framework elements and aspects that enhance Tenure Security in a Land Use Planning process. The module highlights participation, documentation and continuum of land rights, urban planning principles and land value as tenure aspects in land use planning. Users are led toward key-features that are relevant to conduct Tenure Responsive Land Use Planning.
3) How to do Tenure Responsive Land Use Planning
Module 3 explains the nine steps to execute Tenure Responsive Land Use Planning. It highlights tenure specific goals that are crucial for operationalizing Land Use Planning with the key objective to entail sensitization or improvement of Tenure Security. The information gained in Module 2 serves as an important basis for the implementation of Land Use Planning as a means for securing tenure in Module 3. Finally module 3 presents possible areas of application for Tenure Responsive LUP.
4) How to incorporate Tenure Responsive Land Use Planning with other land tools
This module provides examples for incorporating the Tenure Responsive Land Use Planning (TR LUP) tool with other land tools. At the beginning the opportunity and importance of joining the new tool (TR LUP) with other land tools is discussed. Subsequently the module points out different land tools and the specific stages of the operational framework for incorporating the Tenure Responsive Land Use Planning tool with these tools. This module demonstrates the combination possibilities and the flexibility of the Tenure Responsive LUP tool.
5) Overarching issues in Tenure Responsive Land Use Planning
This module contains overarching issues that are important for the successful performance of Land Use Planning as well for the implementation of Tenure Responsive Land Use Planning. The module discusses the role of capacity building, financing, gender, legality and policy, environment, communication and relevant plans in a Land Use Planning process. Finally the module provides a short outlook of future challenges related to the Tenure Responsive LUP tool.
